Illinois is the first state to completely scrap the bail. This is the result of pressure from lawmakers to end a practice which it says poor people stay in jail for months until tried, disproportionately affecting black and Latino defendants.
The change is part of a sweeping law signed Monday by Governor JB Pritzker, a Democrat. He said the legislation would transform the state’s legal system and increase accountability measures for police officers, such as the use of body-worn cameras by law enforcement agencies across the state.
“This legislation is an essential step in reducing the systemic racism that plagues our communities, our state and our nation, and brings us closer to true security, fairness and justice.” Mr. Pritzker said in a Explanation.
